Switch to `cl-lib`

This is a long-term goal

Starting with Emacs 24.3 there's the "blessed" common-lisp library cl-lib, which should avoid the issues cl currently faces, most notably no annoying warnings. For users of Emacs <24.3 there's a backported cl-lib on ELPA.
