Changed boolEquals to boolvalidator.Equals package and removed custom validator

Closes #39817

Replaced custom validator with BoolEquals from #39180 .

• Removed custom validator
• Replaced with boolvalidator.Equals
• Ran acceptance tests for the data source utilizing this validator
