chore: standardize tempalte lintrcs and eslint versions

📌 Summary

If merged, this PR would standardize the template-lintrc.js files across the components, showcase, and website so that all gts files are linted the same way.

It also updates the eslint package versions so they match across components, showcase, and website.

This PR came from: #3434. It is groundwork that is needed to convert the HDS components to gts.
