fix PSP issue - blocked by harvester/harvester-installer#492

PR 492 is ready to go for some days, when Rancher is upgraded, the 492 should be merged in parallel, the new rancher-monitoring chart disable PSP by default, thus no error.

@bk201 I took them as a whole, the psp is disabled in upgraded version, thus monitoring needs to be upgraded to align with upstream Rancher/RKE2.
