Render tourism=zoo as half transparent overlay #778

Same issue for cemeteries, etc. I cannot think there is a way of showing this - especially if we want to move away from transparency. If we have transparency then I imagine the layering will be a pain. Do you want zoo Z image over car parks, buildings, roads, water, etc. For zoos the thing I do wonder about is using a Z for it. Not very international. and a bit like the old NR rendering for nature reserves. |
We could consider render the zoo outline similar to theme parks: a brown dashed outline and no fill. |

The following issue has been moved over from trac:
Rendering tourism=zoo as half transparent "overlay" (like nature reserves are rendered currently) would be better. Currently landuse and nature areas are drawn over zoo area and in places where the entire zoo area is covered with landuse/natural areas there is no way to say that this area is a zoo area.
