Feature Description

When a no-member user tries to move issues in a org projectboard, the move post request will get 404.
The movement will sometimes sucess and fail.
It seems that there is no error handling for this.

Org/User projects dosen't work well in recent main branch, since there are some bugs.
I'm fixing these bugs in #22865

Only users who have write permission can move issues in the project view page.
