Problem
The ledger row for the ActorTemplate default egress policy still says the patch is to be filed upstream as drafts. Those drafts existed (kagent-dev#2942, agent-substrate/substrate#1868) and were closed on 2026-09-29 in favour of the maintainer's agent-substrate/substrate#1558, which implements the kagent-dev#1324 design.
Change
The row names kagent-dev#1558 as the upstream exit and the closed drafts, and says the patch leaves at the re-pin that carries kagent-dev#1558. giantswarm/giantswarm#37742 row 66 already says the same.
