Updated wasmparser dependency to 0.214.0

The main reason for the upgrade is to improve these two reports:

• sentry-cli debug-files check doesn't seem to work for wasm #848
  • Added a separate method that reads a string of unlimited length for use in the custom name section bytecodealliance/wasm-tools#1650
• Support for wasm exception handling legacy proposal #850
  • Bring back legacy exception handling opcodes bytecodealliance/wasm-tools#1661
