feat(v7/core): Backport ResizeObserver and googletag default filters

This PR backports two additional default error event filters to our inboundFilters integration:

• feat: Ignore ResizeObserver and undefined error #10845
• feat(core): Filter out noisy GoogleTag error by default #11208

(Also happy to split this up if reviewers prefer that :) )
