[v9] Document how to properly use `tracesSampler` with incoming `parentSampleRate`

Description

Since we are refining how we are sampling, by always propagating the sample rate that was applied by the parent, we need to document that the tracesSampler should in most cases be used by forwarding the parentSampleRate.
