[DPM] Handle failure of sending TopicInfo to host #727
Description
This issue should be linked to PR #726.
A rollback mechanism needs to be added in VPC-mode TopicManager.
Specifically, when sending topic info using gRPC fails, the write operation of the TopicInfoCache needs to be rolled back.
