Third time's the charm... follow-up of #108 and #109

The approach using the powerdns_recursor input plugin for Telegraf didn't work, because it's broken with newer pdns versions:

Let's go a different way: now we do it just like with dnsdist, using the Pormetheus metrics input plugin and querying pdns' /metrics endpoint.

I tested this on webfrontend05 and it works fine.
