Bug: Widgets doesn't replace Open with and Send to menu

Description

If Open with and Send to have submenus, they should appear in the main flyout. But the widgets shows them in the shell extension submenu.

Steps To Reproduce

1. Right click an item in Tags or Recent files widget.
2. Observe Open with and Send to submenus appear in the shell extension submenu.

Requirements

Show their submenus in the main flyout.
