CTRL+SHIFT+` for admin terminal on current working directory is not working

Description

Hi, this is a continuation of #11278
I tried it on the newest version, CTRL+<TILDE> (in my case ñ) works fine, but when I do `CTRL+SHIFT+<TILDE> (in my case ñ) it does nothing.
I can't render the backtick in markdown, sorry.

Steps To Reproduce

1. Go to any folder
2. Press the combination for ADMINISTRATOR shell at current location
3. Nothing happens.

Steps to fix

• Fix the key behavior so administator window terminal opens at current location.
