• EIP-8038 update: derive access-list costs as the cold cost minus WARM_ACCESS (3000 changes to 2900), making a prepaid entry gas neutral with a cold access instead of 100 more expensive. EIP-2930's discount is intentionally not restored.

• hive-tests updated to run the new fixtures.
• hive-ui discovery updated to the latest glamsterdam-devnet workflow.
• Linked the test fixture release tag within the issue and closed it.
