Update to 0.1.2 (#2) - Added that the github version is authoritative. - Changed the name of the Discord channel to the correct #gov-temp-check - Clarified what the tags [DRAFT] and [READY] mean. - Specified the it's the job of The Optimism Foundation to submit proposals to snapshot. - Changed the table from fractions (0.1, 0.51, etc.) to percents (10%, 51%, etc.) as specified in the header. - A few language changes for clarity.
