  1. Updated the version to 0.1.2
  2. Added that the github version is authoritative.
  3. Changed the name of the Discord channel to the correct #gov-temp-check
  4. Clarified what the tags [DRAFT] and [READY] mean.
  5. Specified the it's the job of The Optimism Foundation to submit proposals to snapshot.
  6. Changed the table from fractions (0.1, 0.51, etc.) to percents (10%, 51%, etc.) as specified in the header.
  7. A few language changes for clarity.
