Retire Buildkite #3607
Description
We currently still rely on Buildkite for building Docker images for sync-service that are pushed to electricsql/electric and electricsql/electric-canary on Docker Hub. However, we can simplify things by building those in a GitHub Actions workflow. And by later moving to 3rd party runners from Blacksmith we may even see a non-trivial speedup for this workflow.
