[Cases] Update configure cases breadcrumb to settings (elastic#169532 )

## Summary

fixes elastic#169213

This PR updates route and deeplink breadcrumb from `Configure cases ` to
`Settings`.

It also updates bread crumb text for serverless as mentioned in
elastic#169401 (review)
