Move kuery_autocomplete ⇒ NP

• Create new platform x-pack/plugins/data_enhanced plugin
• Move kuery_autocomplete to data_enhanced/public/autocomplete

Note that kuery_autocomplete doesn't expose any public API, it simply registers the suggestions provider with the OSS data plugin in the setup lifecycle method.
