[Uptime/UX] Solution navigation: Restricted permissions to view app should be reflected in the navigation options #101513

Summary
Follow-up to #100905 and #101005
We need to ensure that restricted access to Uptime (and UX) through RBAC is reflected in the navigation. E.g. a Space has limited access to the apps, should not show the sections in the navigation but reflect the same as in the main Kibana menu where the Uptime and/or UX is not available as an option.
