The approval retains the intended future Rust validation port while accurately recording current Python validation, as specified by N005. Implementation and verification states remain evidence-bound. The disposition does not select a Decisions host, activate external accounts, approve new creative assets, publish a release or claim deployment. The delivery sequence remains Identity first: obtain a working deployed Decisions page and maintainer feedback before repository-by-repository fleet adoption. This comment is the durable record of the maintainer's disposition for the named records and exact packet. |

Identity #69 needed explicit human dispositions and canonical records before the shared Decisions collector could admit the real corpus. Maintainer szmyty approved R1 at
418aa9757898b6c09b4f01eface522778cff90e8; the durable approval records that explicit decision on October 10.This PR applies the approved dispositions to all 21 ADRs, preserves every original substantive prose line and historical date, adds the required metadata/anatomy and 12 exact approved notes, updates the index, and changes the shared caller's ADR adoption from legacy to present. Implementation stays distinct: 12 implemented, 7 in progress, 2 not started; none is marked verified. The frozen R1 packet and earlier receipt remain unchanged.

Next: merge the reviewed source checkpoint, record consumer-owned hosting/route/alias/composition/rollback, deploy a fresh admitted artifact, and obtain maintainer feedback on the real Decisions page before fleet rollout. Keep Identity #69 and Relay #115 open for remaining acceptance.
