create journal entry in draft related to vehicle incident if employee is not payable
Solution description
Created Journal Entry for all vehicle incidents , regardless of whether is_employee_payable is checked.
If is_employee_payable is True:
Debit: debit_account (Employee Payable Account)
Credit: credit_account
If is_employee_payable is False:
Debit: credit_account
Credit: debit_account (Employee Payable Account)
