This PR pulls the following changes from dev (or, rather, a cut of dev taken on 1/26/26) into main:

• Update disk size so we don't run out of space during app deployment:
  • bug fix for increasing disk size #3
• Add an above-the-fold summary sentence to Slack alerts
  • EEDFIAL-375 update job payload to slack #5
  • EDFIAL-375-hide message if 0 unmatched #10
• Fix a bug in ID matching
  • Executor: Fix check for unmatched student IDs #6
  • Executor: bugfix: handle the case when 0 IDs match #11
• Introduce pieces of an authorization framework (not yet used)
  • EDFIAL-352-EDFIAL-353-Auth setup #7
