Adds the deterministic proportional allocation and residual correction algorithm for local market clearing, enabling bounded rationing when demand exceeds supply. Implementation: - src/simulation/marketClearing.ts: allocateLocal() function with proportional formula, stable residual correction, and two-pointer matching - src/simulation/marketClearing.test.ts: 17 comprehensive tests covering basic clearing, proportional allocation, deterministic stable ordering, taxation, inventory buckets, edge cases, and reconciliation bounds - src/simulation/index.ts: Exports MarketAllocation and clearing functions Test Coverage: - Basic clearing (supply=demand, supply<demand, empty cases) - Proportional allocation with multiple sellers/buyers - Deterministic stable ordering (shuffled input produces identical results) - Consumption tax computation - Inventory bucket preservation for ProductionUnit - Single unit and below-epsilon edge cases - Reconciliation verification (fills sum correctly, never exceed bounds) All acceptance criteria met per REQ-MARKET-003: - Seller fills + buyer fills = cleared quantity within tolerance - No fill exceeds sellable stock or effective demand - Residual correction ensures floating-point accuracy - Shuffled intent insertion produces identical normalized allocations - Stable ID ordering guarantees determinism across runs Test Results: - TypeScript: 339 tests passed (17 new), typecheck clean, build succeeded - .NET: 45 tests passed, build clean (REQ-MIGRATION-003 maintained) Co-Authored-By: Claude Haiku 4.5 <noreply@anthropic.com>

REQUEST_CHANGES
Gate: Incomplete handoff record (policy-guard / scope-guard failure)
The PR's Changed artifacts section is incomplete. The scope-guard check identified 2 changed files that are not listed:
docs/spec/IMPLEMENTATION_STATUS.mddocs/spec/implementation_status.csv
What to fix
Add these two files to the Changed artifacts list in the PR body, spelled exactly as git spells them. Example:
## Changed artifacts
- docs/spec/IMPLEMENTATION_STATUS.md
- docs/spec/implementation_status.csv
- src/simulation/index.ts
- src/simulation/marketClearing.ts
- src/simulation/marketClearing.test.ts
Why this matters
Per AGENTS.md, a complete handoff record must list every changed artifact. The changes to implementation_status.csv and IMPLEMENTATION_STATUS.md are part of this PR's scope, tracking the requirement fulfillment. They must be declared for scope verification.
Once the handoff is corrected, the pull request will be eligible for re-review.

SLOPSTER QA: FINDINGHead File and line: Contract: REQ-MARKET-003 / Handoff/04 section 10 says: “Concrete counterparties are produced with a two-pointer matcher over seller allocations and buyer allocations sorted by stable keys.” The registry acceptance criterion also requires that concrete matching is stable-ID ordered and shuffled intent insertion produces identical normalized allocations. What the code does: How to reproduce: use two sellers Current-head CI and Mergeability workflows are green, so this is a semantic gap not exposed by the present test shape. Confidence: high. |

REQUEST_CHANGES
Gate: Missing requirement evidence in implementation_status.csv
Per AGENTS.md: 'Evidence that a requirement identifier is satisfied lives in docs/spec/implementation_status.csv, one row appended by the pull request that earns it.'
This PR claims to implement REQ-MARKET-003 (by closing issue #251), but the docs/spec/implementation_status.csv file contains no REQ-MARKET-003 row. The CSV currently has 24 lines (including header); the last row is REQ-ACCEPTANCE-001. The claimed requirement ID is mentioned in the PR title and body but not evidenced in the durable artifact.
What to fix
Add a new row to docs/spec/implementation_status.csv following the existing schema. The row should:
- Be placed in logical order among requirement IDs (REQ-MARKET-003 belongs after REQ-MARKET-002)
- Include: REQ_ID=REQ-MARKET-003, STATUS=IMPLEMENTED, ISSUE=251, PR=252, MERGE_COMMIT=(will be filled at merge time), and EVIDENCE
- The EVIDENCE column must name the test file(s) that prove the implementation (e.g.,
src/simulation/marketClearing.test.ts), state the concrete test results (e.g., '656 new tests covering...'), and describe what acceptance criteria were verified
Example format (adapt evidence to match your actual tests):
REQ-MARKET-003,IMPLEMENTED,251,252,,Deterministic proportional local clearing primitive (REQ-MARKET-003). src/simulation/marketClearing.ts implements allocateLocal() with stable residual correction and two-pointer matching. src/simulation/marketClearing.test.ts: 656 new tests covering...
Why this matters
Section 3 of ACCEPTOR_RUNBOOK.md requires: 'Confirm the claimed requirement IDs are actually implemented, not merely mentioned.' The CSV is the durable handoff record—without the row, there is no auditable evidence that REQ-MARKET-003 was implemented by this PR.
Once the CSV row is added with complete evidence text, the pull request will be eligible for re-review.

At 00:00:37Z an ACCEPTOR run selected #252, spent thirty-two turns, posted a formal CHANGES_REQUESTED, and was recorded as unknown — because classify_outcome reads the run's final message and that message matched no pattern. One in twenty-five runs since scheme/3, three in a hundred and twenty-five over the measured day. That matters more than it looks. "No runs with outcome unknown" is one of the agreed cleanliness criteria for a measurement day, so a three-percent lie about wording was about to fail a criterion about behaviour, and the scheme/4 day would have failed it for reasons having nothing to do with scheme/4. It also moves cost per unit of work in both directions at once: a run that reviewed a pull request lands in the numerator and not the denominator. run_effect asks the forge what the role's identity actually did between the model starting and now — a verdict on the reviewed pull request in either shape it may take, or that pull request merging; for the AUTHOR, a pull request opened or a head advanced. It is consulted last, after the workflow's conclusion and after the run's own claim, so it changes nothing that already reports something and rescues exactly the case that reports nothing. The ordering matters the other way too: an effect says work happened, not that it went well, so a run that posts a verdict and reports being blocked stays blocked. What survives as unknown is now a run that did nothing observable and claimed nothing, which is a true statement rather than an artefact. The author workflow also gains the staged control-plane copy the acceptor already had. run_effect imports its neighbours, and the AUTHOR rewrites the very working tree it would otherwise have run from — the reason the recorder was staged in the first place. The conflict was confined to docs/spec/implementation_status.csv and the document generated from it. Rows were merged by requirement identifier, each taken from the side that changed it, and the document was regenerated rather than merged. No product file was touched. REQUEST_CHANGES
Gate: Policy violation — premature ledger entry
Issue: The pull request adds REQ-MARKET-003 to docs/spec/implementation_status.csv before this pull request is merged. Per AGENTS.md handoff policy:
Evidence that a requirement identifier is satisfied lives in
docs/spec/implementation_status.csv, one row appended by the pull request that earns it...A row's presence onmasteris its merge evidence.
The policy-guard check fails because its integrity test (test_no_row_that_names_a_merged_pull_request_lacks_its_commit) validates that every requirement ID in the ledger carries its merge commit SHA. Adding the row before merge violates this invariant.
What would satisfy it:
Remove the REQ-MARKET-003 row from both docs/spec/implementation_status.csv and docs/spec/IMPLEMENTATION_STATUS.md from this pull request. After this PR merges, the merge commit SHA can be recorded in a follow-up commit or PR using the actual merge commit hash. The implementation is complete and ready; only the timing of the ledger entry is wrong.
