Goal

Emit the M3 local-market telemetry needed for diagnostics and the milestone preview without making telemetry authoritative economic state.

Scope

Implement market telemetry generation for canonical M3 simulation without making telemetry part of authoritative economic state:

Per region/good/pass telemetry:

Per link/good telemetry:

Per FX pair telemetry:

  • desired/filled base demand and supply
  • input/output amounts by currency
  • reserve-limited rejected amount
  • opening/closing pool inventories
  • spot used, spread

M3 Milestone Preview integration:

  • Use realized Phase-8 MAIN-pass shortageRate and surplusRate
  • Do not derive a second surplus metric
  • Do not mutate WorldState or affect replay hash

Non-goals

  • Do not implement FX speculation or pricing
  • Do not implement tariff calculation (owned by M6 Fiscal)
  • Do not invent new telemetry fields beyond section 33
  • Do not make telemetry authoritative for reconciliation or stock tracking

Acceptance criteria

  1. ✓ Market telemetry schema defined with all required fields per section 33
  2. ✓ Telemetry populated deterministically from Phase-8 MAIN-pass clearing results
  3. ✓ shortageRate and surplusRate match specification formula: unmet/effectiveDemand and unsold/offered
  4. ✓ M3 fixture test proves telemetry emits correct values from deterministic static-fixture clearing
  5. ✓ Telemetry does not mutate WorldState or affect replay hash (one-way diagnostic output)
  6. ✓ M3 Milestone Preview uses realized Phase-8 MAIN values and displays shortageRate/surplusRate
  7. ✓ TypeScript: npm ci, npm run typecheck, npm test, npm run build all pass
  8. ✓ C#/.NET: dotnet build/test remain green (REQ-MIGRATION-003 requirement maintained)

Blocking condition

This requirement is blocked until:

  • M2 gate closes (REQ-ACCEPTANCE-001 and REQ-ACCEPTANCE-003 both IMPLEMENTED)
  • REQ-MARKET-002, REQ-MARKET-003, REQ-MARKET-004 are merged to master

Once these dependencies are satisfied, this issue is ready for selection by the next AUTHOR run.

Notes

Per Handoff/04 section 33: "Telemetry is not mutable economic truth and may be aggregated/discarded after snapshot generation according to retention policy." Market telemetry serves diagnostics and the M3 Milestone Preview; it never participates in stock reconciliation, affordability checks, or price formation feedback.

    QA gate correction: removed status:ready. This Issue's own Blocking condition says it is not selectable until the M2 gate closes and REQ-MARKET-002/003/004 are merged. Current authoritative evidence still has M1 open (REQ-CONFIG-003 and REQ-CONFIG-004 are PARTIAL), so downstream M2/M3 gate-valid selection cannot be claimed yet. This is a control-plane correction only; REQ-MARKET-005 remains spec READY and no requirement semantics changed. Re-add status:ready only after the stated prerequisite gates/dependencies are actually satisfied.

    Issue: This issue and #331 both implement REQ-MARKET-005 (Market telemetry for Phase 15 and diagnostics).

    Status: PR #334 (linked to #331) has already implemented this requirement with:

    • LocalMarketTelemetry interface and builder
    • All 15 M3-scope telemetry fields
    • Shortage/surplus rate computation per specification
    • 25 new comprehensive tests (546 total tests pass)
    • Build/tests green; REQ-MIGRATION-003 maintained

    Action: Stopping AUTHOR work on this issue. The requirement is already handled by PR #334. Per runbook section 2 (Closing work outranks opening work; do not take an item another run holds), I am moving to the next eligible ready issue.

    REQ-MARKET-005 completion is achieved through two-PR structure: PR #334 delivered the telemetry builder/schema/unit-tests; PR #339 adds end-to-end regression tests proving the builder integrates correctly with actual clearing operations (computeLocalClearing) without mutating world state or affecting replay hash. This satisfies all remaining acceptance criteria.

    Highest-risk area for review

    Verify that the test assertions correctly model Phase-8 MAIN clearing scenarios and accurately reflect the acceptance criteria expectations for shortage/surplus rate computation.
