All warnings disabled for several repos

Several repos are configured to disable all warnings. For most of them, it's not clear why they are configured this way. Disabling warnings provides a poor developer experience when developers would be working in the VMR in the .NET 9 timeframe because a developer may end up introducing changes that cause warnings when backflowed to the product repo.

These are the relevant projects:

• arcade
• aspnetcore (related to NETSDK1206 error for aspnetcore repo in stage 2 bootstrapping build leg #3515)
• command-line-api
• fsharp
• msbuild
• roslyn-analyzers
• roslyn
• templating
• wpf

[Triage] This should be fixed in the .NET 9 timeframe.

I fixed most of them recently: dotnet/sdk#48436
IIRC only roslyn, roslyn-analyzers, msbuild and wpf remain.
