[NativeAot] Fix GivenThatWeWantToPublishAnAotApp so as to set the PublishAot property via AdditionalProperties

The test should set the PublishAot property as was previously done via AdditionalProperties. The way this is done in tests are being temporarily changed to be via command line property to unblock #26715 until a pending runtime change flows through

• Runtime PR, Removing the PublishAot check from the SDK runtime#72820, is merged. Should be ready to do a dependency update
• Tests impacted
