Fix thread safety issues for the following classes, for the upcoming multi-threaded support.

I haven't found any thread-safety issues in NodeProviderOutOfProcTaskHost.cs. Not 100% sure though. We would have to potentially revisit this, after we start making changes to Tasks.

Same goes for TypeLoader.cs. I checked the PR linked above for fixing thread-safety in this class. But it turns out to be a refactoring that results in using less locks.

Also, there are no changes in these class in our prototype for multi-threaded MSBuild.

I suggest not closing this issue, but revisit it again after we make changes in Tasks
