Issue Description

Update devfile/registry Go modules to use Go 1.23.

• Update tests/odov3/go.mod to Go 1.23
• Update tests/validate_devfile_schemas/go.mod to Go 1.23
• Update .ci/Dockerfile to Go 1.23
• Update .ci/Dockerfile.offline to Go 1.23
• Update .github/workflows/ci.yaml to Go 1.23
• Update .github/workflows/pushimge-next.yaml to Go 1.23
• Update .github/workflows/validate-stacks.yaml to Go 1.23
• Update .github/workflows/validate-samples.yaml to Go 1.23
• Update .github/workflows/validate-samples.yaml to Go 1.23
• Update .devfile.yaml to Go 1.23
• Do code refactoring where needed
• Update go version under openshift/release, see Update devfile registry to use go 1.21 and OpenShift 4.15 openshift/release#53126
• Update Go tag under README

Opened a PR for 1.23 as I cannot find a ubi8 image for 1.24. If we are OK to proceed for 1.23 for now I'll update this issue too, to reflect on the actual changes made.

We could target 1.23 for the registry (we need the Red Hat base images for our pipelines), though given the epic is for 1.24 we should still perform the upgrade when it becomes available on the Red Hat base images.
