Exceptions from Task/Batch APIs not properly recorded to StackDriver/CloudWatch

Additional

When exceptions would occur on the critical path for the task/batch APIs, the logging events on Cloudwatch/StackDriver would have logs for different lines of the stack trace of the exception.

Solution

Improve this by logging the exception with the stack trace and the log level.
