Changes in this pull request
Builds off #1147 implementing the C2PA Soft Binding API, including the algorithm list and web resolution API (excluding federated lookup for the time being). These new APIs can be built upon at a higher level in the Reader/Builder to support watermark/fingerprint manifest recovery on any supported algorithm in the soft binding algorithm list.
