Cruise Fault: Restart the car to engage on startup

Describe the bug

I have been getting a Cruise Fault: Restart the car to engage on startup, but is usually clears on its own after a few seconds.

Today, it won't clear on it own and it will not reset after a restart and OpenPilot is unavailable.

Provide a route where the issue occurs

I am still getting a "Cruise Fault: Restart the car to engage" on my device on startup that resolves on its own after a few seconds.
