Moves ROUGH_WHEEL_SPEED and ODOMETER into common honda DBC
Also fixes units on rough wheel speed. Previous PR with verification Honda: Fix wrong unit #1013
Removed BOH which overlaps with SET_ME_X41. BOH is not used in openpilot, but SET_ME_X41 is
