rom: I3C recovery interface initialization

We need to initialize the PROT_CAP2, DEVICE_ID, DEVICE_STATUS, and maybe HW_STATUS registers as part of the ROM boot.

The DEVICE_ID we should add hooks / callbacks / integration points so that the integrator can make the choice of what device ID to provide.
