For #43, #44

openblas-build crate

  • Rewrite build.rs of openblas-src for testing separately
  • Handling Fortran compiler detection
    • OpenBLAS tries detecting various Fortran compilers including supercomputer specific ones
    • openblas-build sneaks a look at Makefile.conf which OpenBLAS dumps system info, and get info about detected Fortran compiler
  • This PR does not replace openblas-src/build.rs. openblas-build is added without modifying openblas-src.

macOS support of openblas-build crate looks have several problems.

It should be split into another PR.
