Improve GUI display of unexpected errors

Some errors in labman lead to very unpolished error displays. One example is the ValueError thrown for NaN values in a quantitation file in QuantificationProcess._parse_pico_csv, which looks like this:

It would be great to make such errors appear within the labman page chrome like the example below (or, y'know, maybe even more nicely formatted):

Just my 0.02: if I remember correctly, those error are formatted like that because tornado is currently set up in debug mode, so we want to include as much information as possible - I think in non-debug mode it doesn't show much, and that's the one that should be pretty, and at the same time use tornado's logging to log the original error so sys-admins can go back and check the actual error.
