spconv was added to the universe playbook but not the openadkit one

After image rebuild I can confirm libraries in container:

$ docker run --rm -it ghcr.io/autowarefoundation/autoware:universe-devel-cuda 
root@f1b1657c619a:/autoware# dpkg -l | grep cumm
ii  cumm                                              0.5.3                                   amd64        sparse convolution library
root@f1b1657c619a:/autoware# dpkg -l | grep spconv
ii  spconv                                            2.3.8                                   amd64        sparse convolution library
