Codegen support for RV32E was added to mainline LLVM. Upgrade to newer Rust and newer LLVM, and drop most of the patches.
Update data layout to match LLVM built-in riscv32em
Apply missing patches from master and work around an issue in compiler_builtins
Remove unused patches
Add it back to config
