ReadTheDocs all old version js file is not same with latest version.

Describe the bug
Except for the latest version, all other versions of the documentation are not providing the JavaScript file fixed in #18378. Instead, they are providing an older version of the file.

To Reproduce
Go to the docs and see files.

Expected behavior
The version dropdown should works.

Just like that issue, there are other PRs waiting to get merged for this to be fully fixed.

@andrii-korotkov-verkada I think, no, It doesn't resolved. The read the docs's documentation on version 2.8 still not working - its versions.js file is different with stable version's versions.js file.

2.8 is EOL, can you check for 2.11+, please?

@andrii-korotkov-verkada Is 2.11+ includes 2.11 version? cuz 2.12 and 2.13 docs's version selector sorts the versions well but 2.11 docs doesn't.
