fix(ca-pi): promote Pi host to 1.0.0 under ADR-0041 and clear CI audit highs - #898
Conversation
CI's `npm audit --omit=dev --audit-level=high` began failing every PR on devalue <=5.9.2 (GHSA-j22f-vq7h-c4qm, GHSA-hx4r-w6wj-j8fg, GHSA-mcm9-63f2-9j32, GHSA-wf3x-273g-mvxv, GHSA-x5rw-q4pp-hg5g, GHSA-4q55-j62x-fr9h; first patched 5.9.3). devalue reaches the site only through astro (^5.8.1), so this is a lock-only, in-range update. dependency-reviewer PASS for devalue@5.9.4: MIT; same maintainers and GitHub OIDC trusted publisher as 5.9.2; SLSA provenance subject matches the pinned integrity; no dependencies or install scripts.
Applying the declared promotion for Pi 1.0.0 advanced plugins/ca-pi's manifests but not plugins/ca-pi/hooks/_host.py adapter_version, which the packaged-adapter identity test pins to the manifest. Every promotion therefore failed test_host_descriptors and, through it, the fixture-only platform contract. The release plan now advances a declared host_adapter_path in the same validate-all-then-write-all lockstep as the root manifest, and refuses (writing nothing) when its version disagrees with the nested manifest. The path is enrolled in the official write scope and the checked-in recipe. test_pi_host_locks.py hardcoded SUPPORTED_VERSION = "0.84.1" and was not a promotion target, so every promotion broke ~20 of its tests. It now derives the version from pi_host_locks.SUPPORTED.
Pi 1.0.0 (rpc-types.ts, pi-ai types.ts, agent-session.ts at v1.0.0) adds: prompt response data.disposition (started|handled|queued); system messages in transcripts; assistant providerThinkingLevel, thinkingLevel and endTurn; toolCall namespace; toolResult nestedCalls; and parentToolCallId on tool_execution_* events. The exact-key child validator rejected every one, which would kill each child dispatch the way the Pi 0.84 drift did. Each addition now validates strictly when present; unknown keys still fail closed. Backward compatible with 0.84.1. Prep for the Pi 1.0.x promotion (waits for Pi 1.0.1: 1.0.0's shrinkwrap pins vulnerable brace-expansion 5.0.9).
Records the user's decision (DECISION-0073): a Pi host candidate whose audit findings are a strict subset of the supported baseline's may be promoted with each retained advisory recorded by GHSA and a dated backstop. ADR-0041 supersedes only ADR-0035's zero-findings clause. Applied to Pi 0.84.1 -> 1.0.0: closes the undici advisories (GHSA-3wwx-pv8p-q78v, GHSA-pmjh-fq2x-6v4x, GHSA-r53p-7pc4-xj5r) and retains only the brace-expansion 5.0.9 ones 0.84.1 already carries (fixed upstream in pi#10288). Ref: ADR-0041
Records the acceptance-binding event for ADR-0041, sealing its five Decision-section obligations against the ADR's exact committed bytes at 011b9ce per the adr-lifecycle contract. Ref: ADR-0041
Implements ADR-0041 (DECISION-0073). The review receipt may carry accepted_advisories: each records GHSA, package, exact locked version, severity, reason, baseline_version and a backstop no more than 30 days after review. Validation fails closed when an entry is malformed or repeated, its package@version is not in the reviewed lock, the baseline lock does not already carry it, the backstop is outside the review window or has passed, or the audit counts are not exactly what the accepted list explains. Without the field the zero-findings rule is unchanged. The install audit now reads `npm audit --json` (production and full graph) and fails on any finding whose GHSA and package are not accepted, on an npm failure, or on an unreadable report. Every rule is mutation-killed (8 mutants). Ref: ADR-0041
The Pi 1.0.0 host graph pulls fast-sha256@1.3.0 (via @anthropic-ai/sdk), licensed Unlicense. It is a public-domain dedication equivalent to the already-approved CC0-1.0 and imposes no obligations. The maintainer approved it on 2026-10-02; the approval is recorded in the license list and the overrides log. Ref: ADR-0041
Pi 0.84.1's reviewed host graph now audits high (undici); every CI job that installs the host fails. Pi 1.0.0 closes those undici advisories and retains only the brace-expansion 5.0.9 advisories 0.84.1 already carried, so under ADR-0041 it is strictly safer and is promoted with those three GHSAs recorded as accepted until 2026-10-16. The promotion recipe's output is joined by the drift fixes a live 1.0.0 run exposed: - runner: accept the 1.0.0 JSON wire (message_update usage, named toolcall_start, done/deferred); without it every child dispatch degraded after the first provider turn. - doctor and the CI CLI resolver: Pi 1.0.0 moved its bin to dist/bundle/cli.js; resolve the declared bin instead of a fixed path. CHANGELOG: ca-pi supports exact Pi 1.0.0; child dispatch and /ca-doctor work on it. Ref: ADR-0041
Merge rather than rebase: ADR-0041's acceptance event binds the leg-one commit SHA.
#896 merged while this promotion was in flight and spent ca-pi 0.15.9. Move this branch's entry to the next free patch, re-baseline the release-target and code-map provenance it watches, and keep the root package metadata in step with the plugin manifest.

The workflow-contract test pinned `pi-version: ["0.84.1"]` literally, so the Pi 1.0.0 promotion left it red (it is not in the promotion recipe's write set). Read the window from pi_host_locks.SUPPORTED so the pin follows each promotion instead of drifting behind it.
GHSA-ch52-4w7c-c8xp (http-cache-semantics <=4.2.0, high) has no patched release, so the site's `npm audit --audit-level=high` gate fails on every PR with nothing to upgrade to. It reaches the site only through astro at static build time; no server-side shared cache ships. The two site audit steps now pipe `npm audit --omit=dev --json` into npm_audit_gate.py, which fails on every HIGH+ finding except a GHSA and package recorded in site/audit-exceptions.json with a named approver and a backstop at most 30 days after a non-future approval date. Empty, error, or malformed reports fail closed. The maintainer approved this one record on 2026-10-03 (backstop 2026-11-02); it is listed in security-controls.md and the overrides log. Plugin tools graphs and the Pi host keep plain `npm audit`.

The forge-status catalog test still required "Pi 0.84.1". The promotion regenerated forge-status.ts to name Pi 1.0.0, but this test is outside the promotion recipe's write set, and the site audit failure masked it on the first CI run. Require 1.0.0 and reject any lingering 0.84 text.
Review on #898: the install-time audit allowlist kept only (GHSA, package), dropping the version the receipt records, so a later lock with another copy of the package could pass the same GHSA unreviewed. Each finding is now resolved to the versions actually installed at npm's reported node paths (read from their package.json, contained in the install, name-checked) and every (GHSA, package, version) must be accepted. A missing, unreadable, mismatched, or escaping node fails.
Two spec lines still named exact Pi 0.84.1. The parity row for Pi interactive artifact approval claimed HOST-IMPOSSIBLE because no pre-model event carries the prompt, but Pi 1.0.0's `input` event does; the real gap is the unbuilt Pi-native adapter, so the row is DEGRADED and names that seam.
Why
Every CI job that installs the reviewed Pi host fails
npm audit: Pi 0.84.1's locked graph now carries undici highs, and the docs site carried a devalue high. This blocks every open PR, including #895.No Pi release audits clean yet, so the old zero-findings rule (ADR-0035) can't admit any host. Pi 1.0.0 is strictly safer than the current 0.84.1. It closes the undici advisories and keeps only the three brace-expansion 5.0.9 advisories that 0.84.1 already carries; those are fixed upstream in pi#10288.
What
pi_host_locks.pyenforces that rule:accepted_advisoriesmust be locked, present in the baseline lock, dated, and unexpired, and must match the audit counts exactly.npm audit --jsonlets through only the accepted (GHSA, package) pairs.fast-sha256via@anthropic-ai/sdk).message_updatewithusage, atoolcall_startcarryingid/toolName, anddonewith reasondeferred). Without this, every child dispatch degraded after the first provider turn./ca-doctorand the CI CLI resolver: Pi 1.0.0 moved its bin todist/bundle/cli.js. Both now resolve the bin the manifest declares.pi_promotion.py: bumps the packaged host adapter'sadapter_versionalong with the release.Verification (local, Windows; hosted CI is the cross-platform proof)
pi_host_locks.py install --version 1.0.0ran the realnpm audit, which let through exactly the three accepted advisories.test_pi_child_live,test_pi_security,test_pi_parity, the full ca-pi vitest suite,test_pi_host_locks,test_pi_promotion.test_real_rpc_enabled_start_never_executes_project_git…hitscut: command not found. It fails identically on main with Pi 0.84.1, so it's this machine's PATH.check_adr_lifecycle,build-surface --check, the ca-pi release guard, and the payload version gates.Merge
Merge with a merge commit; do not squash. ADR-0041's acceptance event is bound to its leg-one commit (011b9ce), and that commit must stay an ancestor of main. For the same reason, main was merged in rather than rebased.
