Summary

  • make ca-pi npm publication a synchronous reusable step in the release DAG so repository-token tag creation cannot suppress publication
  • bind publication and recovery to the exact annotated tag, expected commit, GitHub Release, package manifests, tarball integrity, npm signature verification, and SLSA provenance
  • add a narrow protected-main recovery dispatch for the already released ca-pi-v0.10.0 artifact
  • document and mechanically guard the NPMJS_TOKEN trust boundary

This clean-history PR supersedes #737. Its tree is byte-identical to the reviewed final tree there, while removing the superseded commit that the required history-wide secret scanner continued to inspect.

Validation

  • python .github/scripts/test_pi_package.py (42 passed)
  • python .github/scripts/test_release_workflow.py (110 passed)
  • python .github/scripts/test_ci_impact.py (60 passed)
  • python .github/scripts/test_release_lib.py (443 passed)
  • python .github/scripts/test_command_route_release_state.py (20 passed)
  • python -m unittest discover -s plugins/ca/hooks/tests -p "test_*.py" (1457 passed, 3 skipped)
  • live npm Sigstore verification, SLSA semantic binding, and protected-main ancestry proof for @arbiterforge/ca-pi@0.8.1
  • independent Sol/xhigh security and auth review: PASS, 0 findings
  • independent Terra/high coverage review: PASS, 0 findings and no triage

Decision record

GitHub suppresses tag-push workflows created with GITHUB_TOKEN, so a successful release could omit the matching npm package. Bind npm publication to the release DAG and require exact tag, artifact, registry, signature, provenance, and protected-main evidence before success.

CHANGELOG: Ensure ca-pi releases publish and verify the matching npm package.

Walkthrough

Changes

ca-pi npm publication

Layer / File(s) Summary
Publication validation and evidence contracts
.github/scripts/_npm_publishlib.py
Adds fail-closed validation for release inputs, manifests, Git identity, registry metadata, package integrity, npm signatures, and SLSA provenance.
Trusted publication orchestration
.github/scripts/_npm_publishlib.py, .github/workflows/npm-publish.yml, .codearbiter/security-controls.md
Uses a pinned npm CLI in a reusable workflow. It prepares one tarball, publishes only when the exact version is absent, and verifies registry evidence.
Release workflow integration
.github/workflows/release.yml, .github/scripts/test_release_workflow.py
Adds manual and automatic ca-pi publisher jobs and gates the final audit on automatic publication success.
Publication contract tests
.github/scripts/test_pi_package.py
Tests workflow security, trusted checkouts, input validation, registry classification, retry behavior, signature evidence, provenance binding, and release identity.

Estimated code review effort: 5 (Critical) | ~90 minutes

Merge Risk: 🟡 Moderate · up to ac2a6

Transient npm registry failures can prematurely fail publication, while an npm failure can also hide release read-back evidence for other eligible targets. These release-path issues should be fixed before merge.

439-448: 🩺 Stability & Availability | 🔵 Trivial | ⚡ Quick win

Remove the no-op handler and let a transient registry lookup failure use the retry budget.

Lines 447-448 catch ValueError and re-raise it unchanged, so the handler has no effect. The consequence is that every classify_registry_lookup failure ends the loop on the first attempt. classify_registry_lookup raises for any registry response that is neither a confirmed 404 nor a match, including a 5xx or a lookup timeout. One registry hiccup then fails verification of a publication that is already correct, while the provenance checks below it retry.

Distinguish the transport-level failure from an evidence mismatch so that only the transport-level failure retries. An evidence mismatch must stay fail-fast.

+class RegistryUnavailable(ValueError):

2211-2215: 📐 Maintainability & Code Quality | 🔵 Trivial | ⚡ Quick win

Scope the reusable input assertions to the workflow_call block.

Lines 2211-2215 search the whole file. The workflow_dispatch block declares tag and expected_sha with the identical shape, so a match there satisfies these assertions. If a future edit removes the two inputs from workflow_call and keeps them only under workflow_dispatch, this test still passes while the reusable call from release.yml breaks.

Line 2074 already slices the workflow_call section. Reuse that slice here.

The preflight selects ca-pi only for a non-blank pi_confirm. publish-release rejects a non-blank value that differs from either manifest, then derives the tag from that manifest version. A blank input causes preflight to stop before release-pi runs.

Node 22's bundled npm cannot verify the ca-pi publication attestations required by the release gate. Acquire the reviewed npm 11.19.1 artifact by exact integrity, confine its extraction, and retry only transient registry transport failures.

CHANGELOG: Make ca-pi npm publication use a reviewed, integrity-pinned CLI and fail closed on unverifiable evidence.

In @.codearbiter/security-controls.md:
- Around line 60-61: Update the verifier documentation and corresponding npm
verification workflow to isolate npm cache and log paths for install and
audit-signature operations, clean those temporary paths after verification, and
retain the existing exact-version and non-global-state claims only when they
remain accurate; otherwise narrow the claim to the Python acquisition step.
- Line 896: Update the ca-pi publisher’s npm invocations to explicitly pin the
approved registry for the `@arbiterforge` scope, ensuring each relevant npm call
is not overridden by user configuration; alternatively use isolated npm
configuration while preserving required authentication and existing security
checks.

In @.github/scripts/_npm_publishlib.py:
- Around line 156-168: Update the retryable_codes set used by
classify_registry_lookup to include ERR_SOCKET_TIMEOUT and EAI_FAIL, ensuring
verify retries these transport failures instead of treating them as permanent.
Add regression tests covering the corresponding npm error text.

The workflow callers derive the reviewed npm executable path from the pinned npm@11.19.1 archive.

No workflow input exposes --npm. The helper’s default remains available only to unrelated direct invocations.

Make npm verification hermetic by isolating cache, logs, and npm configuration; pin both the default and @arbiterForge registries; and retry two additional transient network errors without weakening integrity, signature, provenance, or authentication failures.

CHANGELOG: Isolate ca-pi npm verification state and pin all publication traffic to the approved scoped registry.
