Summary

  • make ca-pi npm publication a synchronous reusable step in the release DAG so repository-token tag creation cannot suppress publication
  • bind publication and recovery to the exact annotated tag, expected commit, GitHub Release, package manifests, tarball integrity, npm signature verification, and SLSA provenance
  • add a narrow protected-main recovery dispatch for the already released ca-pi-v0.10.0 artifact
  • document and mechanically guard the NPMJS_TOKEN trust boundary

Validation

  • python .github/scripts/test_pi_package.py (42 passed)
  • python .github/scripts/test_release_workflow.py (110 passed)
  • python .github/scripts/test_ci_impact.py (60 passed)
  • python .github/scripts/test_release_lib.py (443 passed)
  • python .github/scripts/test_command_route_release_state.py (20 passed)
  • python -m unittest discover -s plugins/ca/hooks/tests -p "test_*.py" (1457 passed, 3 skipped)
  • live npm Sigstore verification, SLSA semantic binding, and protected-main ancestry proof for @arbiterforge/ca-pi@0.8.1
  • independent Sol/xhigh security and auth review: PASS, 0 findings
  • independent Terra/high coverage review: PASS, 0 findings and no triage

Decision record

GitHub suppresses tag-push workflows created with GITHUB_TOKEN, so a successful release could omit the matching npm package. Bind npm publication to the release DAG and require exact tag, artifact, registry, signature, provenance, and protected-main evidence before success.

CHANGELOG: Ensure ca-pi releases publish and verify the matching npm package.

Walkthrough

The PR adds a trusted npm publication path for @arbiterforge/ca-pi. It validates tagged source identity, package metadata, registry evidence, npm signatures, and SLSA provenance. Release workflows invoke the reusable publisher for manual and automatic releases.

Changes

ca-pi npm publication

Layer / File(s) Summary
Trusted publisher validation and verification
.github/scripts/_npm_publishlib.py, .github/scripts/test_pi_package.py
The publisher validates release inputs, Git identity, manifests, registry configuration, release evidence, tarball integrity, npm signatures, and SLSA attestations. It prepares and verifies publications with bounded retries and fail-closed errors.
Reusable publication workflow and security boundary
.github/workflows/npm-publish.yml, .codearbiter/security-controls.md, .github/scripts/test_pi_package.py
The workflow uses explicit workflow_call and dispatch inputs, trusted verifier code, an isolated tagged candidate checkout, one npm secret, disabled scripts, provenance publishing, and post-publication verification. Security tests reject credential, checkout, candidate-execution, and step-integrity drift.
Manual and automatic release integration
.github/workflows/release.yml, .github/scripts/test_release_workflow.py
Manual and automatic release paths invoke the reusable npm workflow for eligible ca-pi releases. The automatic path exports the package version, and the final audit requires successful npm publication. Tests validate both job routes and their permissions.

Estimated code review effort: 5 (Critical) | ~90 minutes

Merge Risk: 🟡 Moderate · up to c5480

The new synchronous npm release path is not merge-ready because its verification command is expected to fail under the configured npm version, potentially leaving a GitHub Release without a successfully completed npm publication. The npm version or verification implementation should be corrected first.

Superseded by #738. The replacement has a byte-identical final tree but a clean single-commit history, which preserves the required history-wide secret scan without force-pushing or weakening H-02.

No change needed for tarball provenance

npm 10.9.3, bundled with Node 22.19.0, accepts an explicit tarball and passes its bytes to libnpmpublish@10.0.1. That implementation generates provenance whenever --provenance is true, regardless of the package-spec type. This workflow also provides the required GitHub Actions OIDC permission.

No change needed. preflight rejects an empty pi_confirm, and .github/actions/publish-release rejects a version mismatch before creating the tag or Release. The manual npm job therefore receives the tag created by release-pi.

Resolve the credential-store inconsistency.

Line 44 permits NPMJS_TOKEN to be sourced from "the repository or organization Actions secret store". Line 63 states that rotation or revocation "occurs in the organization Actions secret store". If the token is held in the repository store, the rotation statement does not describe where the operator must act. State one authoritative store, or state the rotation location for each allowed store.

The existing assertion in .github/scripts/test_pi_package.py (line 2818) only requires the substring organization Actions secret, so either wording keeps the contract test green.

npm audit signatures --json --include-attestations output fields verified invalid missing attestationBundles

💡 Result:

When running npm audit signatures --json, the output provides a structured report of registry signature verification status for installed packages [1][2]. The JSON output contains three primary arrays categorized by the verification state of the packages: - invalid: An array of packages that have invalid registry signatures [2]. - missing: An array of packages for which registry signatures are missing [2]. - verified: An array of packages with successfully verified registry signatures [1][2]. By default, the verified array contains basic information about the verified packages [2]. However, when you include the --include-attestations flag (i.e., npm audit signatures --json --include-attestations), the verified array is expanded to include detailed sigstore attestation bundles for each package [1][2]. These attestation bundles include: - DSSE envelopes - Verification material - Transparency log entries [1][2] The --include-attestations flag is a boolean configuration with a default value of false [1]. It is designed to provide greater transparency into provenance attestations, though users should ensure they are using the latest version of the npm CLI, as security features related to these attestations may evolve [1][3].

npm CLI audit signatures --json --include-attestations exact JSON schema attestationBundles predicateType bundle dsseEnvelope payload npm 10 npm 11

💡 Result:

When using the npm CLI (versions 10 and 11), the command npm audit signatures --json --include-attestations retrieves and verifies Sigstore provenance attestations for packages [1][2]. The --include-attestations flag is specifically used to include full Sigstore attestation bundles in the JSON output, which are otherwise excluded by default [1][3]. The JSON output structure includes a verified array containing metadata for each verified package [4][3]. Within this structure, the attestationBundles field acts as a container for these bundles [4][3]. Each object inside attestationBundles typically contains: predicateType: A URI string identifying the type of attestation (e.g., https://slsa.dev/provenance/v0.2) [4][3]. bundle: An object containing the core attestation data, which includes: - mediaType: The media type of the bundle [4][3]. - verificationMaterial: Details regarding the verification material used [4][3]. - dsseEnvelope: The Digital Signature Services Envelope (DSSE) containing the signed statement and signatures [1][4][3]. The predicateType serves as the association key between top-level attestation metadata and the detailed bundles, ensuring forward compatibility as new attestation types are adopted [3]. Note that npm does not provide a single, formal JSON schema file for the entirety of the audit output; the structure is defined by the npm CLI's internal implementation [1][4][3]. Users should rely on the latest version of the npm CLI to ensure compatibility with evolving attestation formats, as these security features are subject to updates [1][2].

💡 Result:

In the npm CLI, the --include-attestations flag is used with the npm audit signatures command to retrieve and include full Sigstore attestation bundles in the command's JSON output [1][2]. This feature was introduced to allow users to access the underlying attestation data (including DSSE envelopes, verification material, and transparency log entries) for downstream consumption, as the standard npm audit signatures command only performs verification and reports pass/fail counts without exposing the bundle details [1][2]. Key details regarding this feature: - Usage: The flag must be used in conjunction with the --json flag: npm audit signatures --json --include-attestations [1][3]. - Output: When enabled, the JSON output includes a verified array, which contains an attestationBundles field for each package [3][2]. Each bundle includes the predicateType and the full bundle object, which encapsulates the dsseEnvelope [3][2]. - Implementation: This functionality relies on the npm CLI's pacote dependency, which was updated to preserve rather than discard these bundles after the initial verification process [1][3]. - Availability: This feature is included in recent versions of the npm CLI (such as v11.x) [4]. The inclusion of dsseEnvelope within the attestationBundles provides the cryptographic proof and metadata required to verify package provenance [3][2]. Because provenance attestation is a evolving standard, users are encouraged to maintain the latest version of the npm CLI to ensure compatibility with any changes to the attestation format [2].

Node.js 22 bundled npm version release notes npm 10.8.2

💡 Result:

npm version 10.8.2 was released on July 9, 2024 [1][2][3]. It was bundled with Node.js v22.8.0 [4]. Key information regarding npm 10.8.2: - Bug Fixes: It addressed issues including limiting concurrent open files during npm cache verify, fixing the wanted range for aliases with version ranges, and avoiding workspace parsing if none exist [1][2][3]. - Documentation: It included updates such as adding the save-peer flag, fixing links to community discussions, and improving manpage sections for package.json funding properties [1][2][3]. - Dependencies: It updated several internal dependencies, including @npmcli/git, minimatch, normalize-package-data, and various others [5][2][3]. In the context of Node.js 22, npm 10.8.2 was specifically brought in as a dependency upgrade [6]. Node.js versions have since been upgraded to newer versions of npm (such as npm 10.9.x and beyond) [7][8][9].

npm cli changelog include-attestations audit signatures introduced version npm 10

💡 Result:

The --include-attestations flag was introduced in npm CLI version 11.12.0 [1][2][3]. This flag is used with the npm audit signatures command to include full sigstore attestation bundles in the JSON output [4][5][6]. When enabled (e.g., npm audit signatures --json --include-attestations), the output includes a verified array containing the attestation bundles, such as DSSE envelopes, verification material, and transparency log entries for each verified package [7][4][8]. The feature was implemented via pull request #9049 [7][3], which addressed issue #9048 [9]. It is not part of the npm 10.x series [10][11].

Use an npm version that supports --include-attestations. Node 22 ships npm 10.x; Node 22.19.0 ships npm 10.9.3. npm added --include-attestations in npm 11.12.0, so this command returns a non-zero status and the verifier rejects every publication. Pin or install npm 11.12.0 or newer before this step.
