Bring in the following PRs from superset-ui:

• feat(plugin-chart-echart): New Tree chart apache-superset/superset-ui#1018 (will be introduced in a separate PR)
• fix: avoid unnecessary requeries caused by ownState apache-superset/superset-ui#1096
• fix(plugin-chart-table): check if control values are set apache-superset/superset-ui#1095
