While working on expressions for variant, I found that all of the test assertions for
notStartsWithwere short-circuiting because of amayContainNullcheck that was always true. If a file may contain null,notStartsWithwill always select the file because null does not start with the prefix. Because all of the test files reported at least one non-null value, this was used for every assertion.This PR updates the test
DataFileinstances to report 0 null values, fixes the value count to match the number of rows (for correctness), and adds a positive case wherenotStartsWithwill skip a file because all rows must start with the prefix.
