[C++][Meson] Use gflags wrapdb entry instead of custom CMake wrap #46679

The Meson configuration currently provides a custom CMake-based wrapper to gflags. gflags was officially added to Meson's wrapdb in mesonbuild/wrapdb#2114, so we should be able to replace this now
