Support bar click in Gantt chart for task selection

Why

• gantt chart bar is currently not clickable to redirect to selected ti page like gridTI does

How

• make it clickable and would route to ti page
• minor refactor: move chartOptions to utils since it's just chart config stuff but takes many lines

Hi in your video I can see this toggle button to hide details page. How did you get it? I'm running airflow 3.0.4 and I cant see it.... which version of Airflow are you running?

I build from src code on main branch for my dev. I think you could see the button after you update to 3.0.5.
