Improve onboarding instructions for PyCharm/IntelliJ users

@gopidesupavan => I found a typo ("test" -> "tests") after I merged #47184 also I found that we miss "devel-common" so I decided to add some niceties :)

• using uv run to run the script
• addding rich as inline deps to make the output more user friendly :D and show what is being done
• swtiched to Pathlib everywhere
• added .idea folder creation if this is the first time we run it
• updated the docs to make it preferred method
• added the "configure interpreter" step
