Enforce skills under
integration.useusingskill:<id>. The protected policy plugin filters the skill catalog throughctx.skill.transform; denied skills disappear from guidance and cannot be loaded by tools, direct activation, or prompt mentions. Managed/config updates reload the catalog; removing restrictions restores skills. Blocking a plugin already blocks its hooks.Stacked above #53775 with
v2as the trunk. Includes its hard switch totool.useand managed-config parsing that skips unsupported actions and fields. Pairs with merged anomalyco/opencode-console#3231 and follow-up #3237. Existing session content is retained; unknown actions are not enforced.Validation: 212 core tests across 12 suites passed on Bun 1.4.2, covering MCP, skills, tools, prompt mentions, activation, plugin imports/reloads, policy precedence and Console config updates. Full repository checks passed (36 tasks; existing lint warnings). Generated client types come from the base PR. Not released or deployed.
CI fixture fix: snapshot and tool-output tests configure the shared plugin config service directly. All 432 focused plugin/configuration tests and the full repository checks passed on Bun 1.4.2.
