Keyboard shortcuts issues in the deck picker [fragmented]

In the deck picker, press the shortcut for showing the shortcuts list (get it at System settings by searching for Keyboard shortcuts)

1. There shouldn't be a ˋ?ˋ in a shortcut title
2. None of the above actions work

I understood it after randomly seeing the code here. The shortcuts only work if the screen is fragmented, i.e. the study options fragment is appearing.

For some reason, in my 11" tablet, the fragmented layout only happens in portrait mode, not in landscape.

It should be simple to reproduce that in the emulator with the frame of a phone or a smaller tablet.

If the shortcuts are supposed to work only when the screen is fragmented, they shouldn't be in the shortcuts list if they don't work. I was misled by them, and some other people maybe will
